I know this is an old thread, but has anyone had any luck recently with it?
Also is it recognised by the DVLA?

I'm not sure it has been tried with DVLA, but they normally insist on a physical inspection backed up by a letter from the club, unless you have a 'libretto' confirming the car was on the road/taxed in an EU state.

I made use of this service so as to confirm the build date of the Dedra integrale I purchased from Chris Hopkins.
Its not quick, thats for sure. I had to give them a nudge to "get on with it!".
As to its accuracy, the build date would seem to make sense (December 1994), but the original sale date indicated to me is nonsense. It states May 1995, but I have likely proof (dealer paperwork) that is was January 1994. My comments/enquiries to clarify this have been ignored. In my opinion this is not acceptable. If a manufacturer offers this service it should be completely accurate, irrespective of the vehicle in question.
Consequently I cannot recommend this service, given my experience.

Just to be clear, there are 2 services offered by FCA

a) sub100eu certificate repeating production date and other production details based on "a" chassis number you gave FCA. I know this is not acceptable to the French authorities and they require something like the our club provides from their classic car association FFVE. I dont think this certificate is acceptable to DVLA.

b) >1000eu certification of your car by FCA personel verifying it and providing a dossier of their findings. I suspect this may be acceptable to DVLA but you would lose your dossier to them ....

So the club verification is the better route IMHO.

I made an enquiry for data on my Flavia Vignale 815.435 (i) and was told they do not hold any data..... So not only Fulvias....

They must hold some information, I have a certificate from Centro Storico Fiat for my Fulvia S2 issues in 2018, which confirms chassis number, type (818.630), model type Coupe etc, date sold, destination ie where sold (mine was a specific town in Italy which I know is correct), external colour with colour code and interior colour and material used.

Looking back on my Fulvia's history file I note that Fiat Auto UK (Slough) helped a previous owner with a build date.
I also tried, back in 2017, to get data from FCA. They claim to no longer have data on Fulvia cars.

Has anyone been in person to Heritage center, perhaps a face to face (mask to mask) meeting might be better?

Tim Speechley at Fiat uk was great at his job, but I'm afraid as far as build dates were concerned it was a 'Best Guess' situation, as I used to help with trying to determine the most likely build date, going from information in a well known lancia reference book.
It might not have been perfect, but it was good as you were likely to get anywhere, the build sheets that have frequently been seen on here came to my attention a few years ago, I immediately passed these on to everyone I knew in the Lancia World, who I knew would be interested in them.
I gave Tim copies which he assured me were forwarded to Fiat/Lancia in Turin, this was before FCA came into being, and suspect they have no better information than anyone else.
I think it was Engineer Massala told us about the records being lost in a flood in Turin, when we visited the Lancia collection in 2004.

The archive is still there somewhere..
Maybe not all is available for heritage personnel for some reason. I cannot believe this extensive archive has disappeared completely.

If that's the case Paul,
This has been the case long before FCA Heritage coming into existence.
I've never heard of anyone having access to them over the last 24 years I've owned Fulvia's, if that is the case

The probably apocryphal story I heard was that the Betas & Fulvia 3s were selling better than expected. Fiat were tipped off that the Finazia were interested and shortly afterwards there was a flood in the records room that destroyed the build records 1975 to 1977....

Yes but that does not explain why FCA Heritage cannot find any record of my Flavia Vignale 1965.....
