I have just read Quentin Wilson's article in Classic Cars May 2018 where he discusses the exclusion of cars which are 'Substantially Changed'. Judging by his comments the issue is open to a wide interpretation on what does or does not qualify. Personally I am one of the 'I would carry on with MOTs ad infinitum' crowd, but curious how anyone here interprets the new rules as to what qualifies?
