The series 3 that I am about to refurbish has 35PHHE carbs, I have a pair of 35PHH's which have free moving throttle shafts,
as against seized on the PHHE's .Before proceeding further does anyone have any preferences or experience to guide me?
Thanks

I think the PHH are better and easier to tune. The PHHE's were part of a "low emmision" set up I seem to remeber and were not easy to tune.

The throttle spindle wear level is also critical to keeping the carbs in tune. If your PHH's are not worn that would be my route...
