From memory (nearly 50 years ago!!) that doesn't look like the Berlina S1 towbar we had. Is the spare wheel in a S2 still vertical up close to the rear panel?
I seem to remember that ours had a 4 bolt attachment  through the base of the spare wheel cavity ( the holes here had to be drilled) as well as the bumper mounts........and maybe another attachment as well.
I will keep my eyes open when in Italy as there are quite a few S1 Berlinas in our area.

Just had a look in my copies of owners manual for a Y10 and Thema and they both have diagrams showing the places to drill the holes to fit the bracket, the size of the bolts, recommended ball coupling etc perhaps the Fulvia and Appia are too long in the tooth for this.
