How about making up a plate and fix it in with builders spray foam, I had to rebuild a lot of my knee level crash padding in my Fulvia 2c, and although in my case the metal formers were there, the builder foam made a good strong repair.

Thanks guys . I have done an alright cover up of the offending area with black tape. Not ideal I thought I may be able to get a good one from here .
