I think it depends on the amount, I saw something about invoices over either £135 or €135. I only bought the water pump, the bolt set for it and a spare gasket for the water part of it (so I can take the old one apart and put it back together, just to have a look!). There is VAT on the invoice, the total without tax is €115.33 and €134 after €18.67 VAT. I didn't have any fees to pay to the courier so I assume it was under whatever the limit is.
