Undoing the jubilee clips and extracting the tap section to free it up at the bench would seem to be the prudent course of action.

There's a good chance the retaining bolt is seized 🤔

Thanks all, turned the 'handle' a quarter turn anti-clockwise after a bit of wd40 and all good: Tap opened perfectly.  Such a well made car...
