Had he overstayed his time? Luton is terrible, I've been fighting a £50 ticket since March, they turned down two appeals so I took it to tribunal, Luton Council decided not to contest it so I won, but they could have saved mine and their time & money if they hadn't been so pigheaded in the first place, seem to remember that 70% of all parking fine cases taken to Tribunal win.
