I think the silver component IS an under bonnet light switch but that it is a on a separate, horizontal mounting tang. I wasn't sure the top picture didn't show a rubber hose going through the vertically orientated fitting.

There is definitely a flick switch in the second photo, that would appear to be nothing to do wth the first photo which seems to be a cable of some sort, there is no sign of this in the 2nd photo at the bracket or under the air box, however there is a cable clamped to the inner wing panel that I suspect is something to do with the switch ???
Seems odd though that it's a welded bracket?

The hole in it is grommet sized so a cable would be obvious.

My S2 has a festoon bulb attached to the underside of the bonnet. Not sure about S1's. It seems typically Lancia to produce and weld that bracket just to hold a pipe when they could have used clips on the wheel arch similar to the oil cooler pipes on the opposite side. I haven't seen this bracket before either.

Festoon is mounted on middle of bonnet underside on S2 with switch up by bulkhead rain gutter. I think the hole is grommet size so cable with be my thought.

S 1 Bulb holder and switch on my 2c are mounted in the centre in front of the drain channel.

I had a Series 1, 1969 1.3 Rallye Coupe RHD, and I have series 1 1966 2c Berlina, and neither certainly had/have anything like that.

What year is it?

My 1965 Coupe has one of these and the black metal enclosure as in the previous engine bay picture. The metal enclosure is held in place with a flat headed screw which passes through the hole in the bracket. The enclosure houses a large Bosch relay connected to I do not know what, starter motor perhaps?
