No, but reminds me of the graphite black we used to use on cast iron fireplaces - can't recall the name, but came in tubes and you applied with a cloth

Sadly I still have a tube on the shelf in the garage. I would clean all the loose stuff off or even grind a smooth surface if it's an old cast iron manifold and it is off the car. After the initial application it will gather a bot of light surface rust over time but you just give it a rub over again from time to time.

I'd assume paint will be better and if the manifold is off the car that's the way anyone would go. I'd assume the "proper stuff" better than the BBQ paint from the DIY shed, if there was time before it had to go back on to source some rather than "pick some up on the way home". The ceramic coatings will be better again, at the price I'd expect "last a lifetime" better.
The question remains if the manifold dressing is any different or better than that sold for stoves...

Looking at the web site for the manifold dressing it sounds like it is better than Zebrite. With Zebrite I definitely had to touch it up on a regular basis. I kept a cloth impregnated with it in the car. The manifold dressing says it lasts for years and implies it may even last as a once only application.
